If the device is not mounted you cannot read or write to it. When you put a CD in an empty drive it has to be "mounted" first. This should happen automatically.

The installation of the plug-in is simply copying the .8ba file into the appropriate folder. The plug-in file was created in January 1995 for use with PS 3.0 on Windows 3.1, so it is quite old.
